About Sultan Group

Founded in 1989, Sultan Group has spent over three and a half decades delivering landmark projects that define skylines, uplift communities, and generate lasting value for investors and end-users across Pakistan.

What is Sultan Group?
Sultan Group is a Rawalpindi-based real estate company established in 1989. For over 37 years, we've been developing residential, commercial, and mixed-use properties across Pakistan. Thousands of families and investors have trusted us — and we've delivered. Simple as that.
What companies operate under Sultan Group?
We have five subsidiaries, each doing one thing well:

Sultan Marketing — Property sales and investor relations
Sultan Law Firm — Legal documentation and NOC verification
Sultan Design Studio — Architecture and interior design
HSSR Builders & Developers — On-ground construction and delivery

Everything under one roof. No middle-men, no confusion.
Is Sultan Group a reliable developer?
We've been in this market since 1989. Our projects carry RDA and DHA approvals — two of Pakistan's most respected regulatory authorities. We don't just make promises, we have 37 years of delivered projects behind us. That track record speaks louder than any marketing campaign.
How does Sultan Group maintain construction quality?
Our own subsidiary — HSSR Builders & Developers — handles all construction directly. We don't outsource. We control the materials, timelines, and finishing ourselves. Add to that the independent audits by RDA and DHA on approved projects, and you have two layers of accountability working in your favour.
Is Sultan Group registered and legally operating in Pakistan?
Yes. Sultan Group is a fully registered and legally operating real estate group in Pakistan. Our projects carry approvals from the Rawalpindi Development Authority (RDA) and Defence Housing Authority (DHA) Islamabad — two of the country's most respected and rigorous regulatory bodies. These approvals require thorough legal and financial vetting before they're granted.
Does Sultan Group work with overseas Pakistani investors?
Absolutely. A significant portion of our investor base is based abroad — UAE, UK, Saudi Arabia, Canada, USA, and beyond. Sultan Marketing has a dedicated team that manages remote investments through digital documentation, WhatsApp communication, and video consultations. Roshan Digital Account holders can invest directly without being physically present in Pakistan.
What is Sultan Group's long-term vision for real estate in Pakistan?
Our vision has always been to create profitable, legally sound, and well-built investment opportunities for Pakistani investors — whether they're buying their first plot or expanding a large portfolio. As we continue with Sultan Tower and upcoming projects, our focus remains the same as it was in 1989 — deliver what we promise, protect our clients' investments, and build developments that stand the test of time.
How can I learn more about Sultan Group or visit their office?
You can visit our head office in Islamabad, reach out via our official website, or contact Sultan Marketing directly through WhatsApp or phone. If you're overseas, our team can arrange a video consultation at a time that suits your timezone. We welcome site visits — seeing a project in person always builds the most confidence.

Subsidiary Companies

What are Sultan Group's subsidiary companies?
Sultan Group operates through four specialized subsidiaries:

Sultan Marketing — Sales, investor relations, and project promotion
Sultan Law Firm — Legal documentation, NOC verification, and compliance
Sultan Design Studio — Architecture, interior design, and master-planning
HSSR Builders & Developers — On-ground construction and project delivery

Each subsidiary handles one function exceptionally well. Together they make Sultan Group completely self-sufficient — from first consultation to final handover.
What does Sultan Marketing do?
Sultan Marketing is the client-facing arm of Sultan Group. They handle all property bookings, investor queries, payment plan guidance, and ongoing communication with buyers. If you want to invest in any Sultan Group project, Sultan Marketing is your first point of contact. They work with both local buyers and overseas Pakistanis and are equipped to manage the entire booking process remotely if needed.
What services does Sultan Law Firm provide to property buyers?
Sultan Law Firm handles all the legal groundwork that protects your investment. This includes title deed verification, NOC checking, sale agreement drafting, Power of Attorney arrangements for overseas buyers, and full documentation review before any booking. In Pakistan's property market, skipping legal due diligence is one of the biggest mistakes buyers make. Sultan Law Firm exists so our clients never have to make that mistake.
What is Sultan Design Studio and what projects has it worked on?
Sultan Design Studio is Sultan Group's in-house architecture and interior design subsidiary. They are responsible for the visual identity, master-planning, facade design, and interior finishes across all Sultan Group developments — including Sultan Tower, The Square Islamabad, Platino, and Sultan Villas. Because they're in-house, they work alongside HSSR Builders from day one — which means designs are practical, buildable, and delivered on time.
Who are HSSR Builders & Developers and why does it matter that they're in-house?
HSSR Builders & Developers is Sultan Group's dedicated construction subsidiary. They execute all on-ground work across Sultan Group's projects. The fact that they're in-house — not a third-party contractor — is a big deal. It means Sultan Group directly controls the quality of materials used, the pace of construction, and the finishing standards. There's no blame-shifting between a developer and a builder. One group, one responsibility.
Can I hire Sultan Law Firm or Sultan Design Studio for services outside of Sultan Group projects?
For specific availability and scope of external services, we recommend reaching out directly to the respective subsidiaries. Sultan Law Firm and Sultan Design Studio are primarily focused on serving Sultan Group's project pipeline, but our team can guide you on what assistance may be available for your individual requirements.
How does Sultan Group's integrated structure benefit me as a buyer?
When a developer, builder, designer, and legal team all work under the same group, the benefits flow directly to you. Faster decision-making. Consistent quality standards. One point of accountability if something needs to be addressed. No delays caused by miscommunication between separate firms. You invest once — and an entire ecosystem works together to protect and deliver that investment.
How do the subsidiaries coordinate to deliver a Sultan Group project?
From the moment a project is conceived, Sultan Design Studio handles planning and design, Sultan Law Firm secures legal approvals and documentation, HSSR Builders & Developers manages construction on the ground, and Sultan Marketing connects the project with investors and buyers. All four work in parallel — not sequentially — which keeps timelines tight and quality consistent across every development.

Projects

What is Sultan Tower and why is it Sultan Group's flagship project?
Sultan Tower is a DHA-approved high-rise development located in DHA Phase II, Islamabad, near Gate 4. It's our flagship right now because it combines the strongest location, the most credible approval, and the highest demand in one project. DHA Phase 2 is one of the fastest-developing zones in the capital — and having a DHA-approved vertical development there is a genuine opportunity that doesn't come around often.
What is Qurtaba City and who is it for?
Qurtaba City is an RDA-approved residential housing scheme designed for families and investors who want a legally sound, well-planned community at an accessible price point. It's ideal for buyers who want to own a plot in a properly approved scheme without the inflated prices of DHA or Bahria. RDA approval means your investment is fully protected — verified at rda.gop.pk.
What is The Square Islamabad?
The Square Islamabad is a mixed-use commercial and residential development in the capital. It brings together retail spaces, office units, and residential apartments in one well-connected complex. It's a strong option for business owners who want a prestigious Islamabad address, investors looking for rental income, and buyers who want modern living close to commercial activity.
What is The Ark project by Sultan Group?
The Ark is a premium mixed-use development by Sultan Group — designed for buyers who want more than just a property. It combines modern architecture, quality construction, and a thoughtfully designed living and commercial environment. Details on current availability and pricing can be obtained from Sultan Marketing directly.
What is Platino and what type of buyers is it suited for?
Platino is Sultan Group's upscale residential development — targeted at buyers who want quality living spaces with premium finishing and a well-planned community environment. It sits in the upper-mid segment of Sultan Group's portfolio and is suited for families who want a high-quality home or investors targeting premium rental yields.
What are Sultan Plaza and AAS Business Center?
Sultan Plaza is one of Sultan Group's established commercial hubs — a proven, income-generating commercial development. AAS Business Center is a dedicated commercial office complex designed for businesses that need professional, purpose-built office space. Both projects offer investors a strong rental income opportunity in Pakistan's growing commercial real estate segment.
What is the Skardu Airport Development project?
It's a strategic real estate opportunity near Skardu's international airport in Gilgit-Baltistan. As Pakistan's northern tourism industry grows at a rapid pace, land and commercial property near Skardu Airport is early in its appreciation curve. Sultan Group's involvement in this project gives investors access to a high-growth emerging market before it becomes mainstream. Early entry always makes the biggest difference.

Legal & Approvals

What does RDA approval mean and why does it matter for Qurtaba City?
RDA stands for Rawalpindi Development Authority — the government body responsible for approving and regulating housing schemes in the Rawalpindi region. RDA approval for Qurtaba City means the scheme's land ownership, layout plan, utility provision, and construction standards have all been officially verified and cleared. You can confirm this yourself at rda.gop.pk. In a market full of unapproved schemes, RDA approval is a legal safety net for your investment.
What does DHA approval mean for Sultan Tower?
DHA (Defence Housing Authority) approval from DHA Islamabad-Rawalpindi means Sultan Tower's land title, building plans, and structural design have passed one of Pakistan's most rigorous private regulatory reviews. It's not easy to get and it's not just a formality. For investors, DHA approval means legal protection, premium resale value, and guaranteed access to DHA's infrastructure, security, and community standards. Verify it directly at dhai-r.com.pk.
How do I independently verify that a Sultan Group project is legally approved?
You don't have to take our word for it — and we'd encourage you not to. For Qurtaba City, check rda.gop.pk. For Sultan Tower, check dhai-r.com.pk. Approvals are publicly listed. Sultan Law Firm also offers independent documentation review for buyers before booking. We actively encourage due diligence. Any developer confident in their approvals will say the same.
Can Sultan Law Firm help me with property legal issues outside of Sultan Group projects?
Sultan Law Firm's primary focus is serving Sultan Group's buyers and projects. For specific queries about external legal assistance, we recommend contacting them directly. Their expertise in real estate law, documentation, and regulatory compliance is deep — and they can advise you on what support they're able to offer for your individual situation.
What happens legally if a developer doesn't deliver a project on time in Pakistan?
Under Pakistani property law, buyers have legal recourse if a developer fails to deliver as per the signed agreement. This typically involves compensation clauses, refund rights, or legal action depending on the contract terms. Sultan Law Firm drafts all Sultan Group agreements with clear terms to protect both parties. Before signing any property agreement — with anyone — always have a lawyer review it. That protection exists precisely for situations like this.
